A Kiss-up, Kick-down society

Chinese society is characterized by a kiss-up/kick-down hierarchy: everyone is supposed to know where they fit in relation to everyone else, and that position governs how everyone is supposed to relate. The hierarchy rules, meaning people go to embarrassing lengths when pandering to their superiors, and superiors can get away with appalling treatment of their inferiors.
